The long-promised 60ha Liverpool Waters project for Peel Holdings is billed as giving the city a Manhattan-style scheme of more than 50 new buildings, but had been under threat since Unesco raised concerns about protection of built heritage. Now, Peel is celebrating a decision by planners to allow tall buildings in the World Heritage Site buffer zone. The council’s Liverpool Waters development plans originally said towers should only be built in Parliament Street’s “southern gateway” and the commercial district around Old Hall Street. But the local authority has also now given the green light to high-rise schemes in the Central Docks area, and mid-rise buildings of up to 15 storeys in the quayside area north of Salisbury Dock, both of which also form part of the Liverpool Waters scheme. Peel said it could be in a position to submit a planning application as early as December."
