If passed, the document will allow for construction of extra skyscrapers, while preserving the views of landmarks from certain positions, the council said. And this could open the door for developer Peel Holdings' Liverpool Waters scheme for the area, which includes a World Heritage site. The company wants to build 20 million square feet of homes, shops, leisure facilities and office blocks. Peel Holdings has been in talks with the council about the development, but a spokesman said that until now the company had considered the council's conditions too restrictive - partly because of conditions regarding the number of skyscrapers allowed. The SPD follows a public consultation and an order by the conservation agency Unesco that the council safeguards the area. Councillor Peter Millea, Liverpool's executive member for assets and development, said: "Overall this is a very positive document which balances the need to preserve Liverpool's unique architectural heritage with the encouragement of high quality development.""
